New registration requirements for Supported Independent Living (SIL) providers are now being introduced under the NDIS. From 1 July 2026, providers delivering SIL must be registered or be in the process of applying for registration, with existing unregistered SIL providers required to apply by 1 October 2026 if they want to continue delivering SIL. Pasted markdown The changes are intended to strengthen oversight of SIL providers and bring SIL services under mandatory registration requirements. For participants, an important point is that their NDIS plan and funding will not change simply because of the provider registration requirement.
In this guide, we explain what the new SIL registration requirements mean, the key dates, what participants should ask their provider and what happens if a SIL provider does not register.
What Are the New NDIS SIL Registration Rules?
From 1 July 2026, all providers delivering Supported Independent Living must be registered or apply to become registered. Pasted markdown
Existing unregistered providers delivering SIL before 1 July have until 1 October 2026 to apply for registration if they want to continue providing SIL after that date.
If you currently receive SIL, it is worth checking whether your provider:
- Is already registered
- Has applied for registration
- Intends to apply before the deadline
The NDIS recommends that participants and carers speak with their provider about their registration status.
Why Is SIL Provider Registration Changing?
Mandatory registration is part of broader NDIS reforms aimed at improving quality, safety and oversight within the disability support market. Pasted markdown SIL provides high levels of support to participants who need assistance with daily living in their home. The NDIS says this can involve support workers helping or supervising participants 24 hours a day, 7 days a week.
Because SIL can involve substantial levels of support, the new registration requirements provide a stronger regulatory framework for providers delivering these services. The Australian Government is also considering longer-term changes to how some SIL supports may be commissioned and delivered. However, no final decision has been made to commission part of the SIL market. Pasted markdown The key distinction is that mandatory registration is already being implemented, while potential future commissioning arrangements remain under consideration.

When Do the New SIL Registration Requirements Apply?
There are two important dates for the new NDIS SIL registration requirements.
1 July 2026
The new SIL registration and claiming requirements began. Providers delivering SIL from this date must follow the new SIL support arrangements and registration requirements.
1 October 2026
Existing unregistered SIL providers must have applied for registration if they want to continue providing SIL after this date. Providers that do not apply by the deadline cannot continue providing SIL after the applicable deadline.
Participants and providers can refer to the official SIL registration and claiming changes for more information about these requirements.
Does SIL Provider Registration Change My NDIS Plan or Funding?
No. The NDIS states that a participant’s plan and NDIS funding will not change simply because of the mandatory SIL provider registration requirement. If your existing SIL provider registers, you do not need to do anything because of the registration change.
If your provider does not register, you may need to move to another registered SIL provider. The NDIS says it will help affected participants understand their options and find another provider if necessary. Pasted markdown This means participants should not assume that the registration changes will automatically reduce or remove their SIL funding.
What Should SIL Participants Ask Their Provider?
If you currently receive Supported Independent Living, it is reasonable to ask your provider about their registration status and how the changes may affect your current support arrangements. Pasted markdown
1. Is Your SIL Service Registered?
Ask whether the provider is currently registered to deliver SIL.
2. If Not, Have You Applied for Registration?
If the provider is not yet registered, ask whether they submitted their application before the 1 October 2026 deadline.
3. Will My Current SIL Support Continue?
Ask how the provider expects the registration changes to affect your current arrangements.
4. Do I Need to Do Anything?
Your provider should explain whether there is anything you need to do.
The NDIS specifically recommends that participants or carers ask providers whether they are registered and, if not, whether they plan to register before 1 October 2026. Pasted markdown
What Happens If a SIL Provider Does Not Register?
If an existing unregistered SIL provider does not apply for registration by 1 October 2026, it cannot continue providing SIL after the deadline. Participants using that provider may need to move to a registered SIL provider. The NDIS says it will help affected participants understand their options and find a new provider where necessary. If you currently receive SIL, it is therefore worth checking your provider’s registration status before the deadline.
What Are the New SIL Claiming Requirements?
There have also been changes to how SIL providers claim payments. From 1 July 2026, a new SIL support item applies:
0138 – Assistance with Supported Independent Living
The previous code, 0115 – Assistance with daily life tasks in a group or shared living arrangement, continues to apply to supports delivered before 1 July 2026. For services delivered after 1 July 2026, the new claiming arrangements apply to registered providers and eligible providers that have lodged their registration application. For more information, participants and providers can refer to the official new SIL claiming requirements
Does SIL Registration Apply If I Manage My Own Support Workers?
No. The mandatory SIL provider registration changes do not apply if you organise and employ your own support workers and manage your own supports.
This includes situations where you:
- Direct your own support workers
- Plan your own supports
- Roster your own support workers
If you use a SIL provider to deliver your supports, however, the mandatory registration requirements apply to that provider.
What Is Supported Independent Living?
Supported Independent Living (SIL) provides funding for support workers to help or supervise participants with day-to-day tasks in their home. The NDIS describes SIL as support for people who need a high level of assistance, including support that may be provided 24 hours a day, 7 days a week.
Depending on individual needs, SIL support can help participants:
- Develop everyday living skills
- Build independence
- Complete household tasks
- Receive personal support
- Maintain routines
- Participate in their community
- Live safely in their home
SIL funding is for disability-related support and cannot be used for ordinary day-to-day expenses such as rent or groceries. Pasted markdown

Are There More SIL Changes Coming?
Yes, but these proposed changes should be distinguished from the mandatory SIL registration requirements already being implemented. The Australian Government has been consulting on possible changes to how some Supported Independent Living services are commissioned. The consultation considered ways to improve the safety, quality and sustainability of SIL services. Pasted markdown The consultation has closed, but no final decision has been made to commission part of the SIL market. Participants should therefore not assume that proposed SIL reforms are already in effect. Pasted markdown

FAQs About NDIS SIL Registration
1. Is SIL registration mandatory?
Yes. Providers delivering SIL must be registered or have applied for registration under the new requirements. Existing unregistered SIL providers must apply by 1 October 2026 if they want to continue delivering SIL.
2. Does SIL registration change my NDIS funding?
No. The NDIS states that a participant’s plan and funding will not change because of the mandatory SIL provider registration requirement.
3. What happens if my SIL provider does not register?
If an unregistered SIL provider does not apply by the required deadline, they cannot continue delivering SIL after the applicable date. Affected participants may need to move to a registered provider.
4. How can I check whether my SIL provider is registered?
You can ask your provider directly about their registration status. The NDIS also directs participants to the NDIS Quality and Safeguards Commission’s registered provider information.
5. Do I need to change providers if my SIL provider has applied for registration?
Not necessarily. The NDIS says providers that have applied can continue claiming under the new SIL arrangements while their application is assessed.
6. Does SIL registration affect people who manage their own support workers?
No. The mandatory SIL provider registration change does not apply where a participant organises and manages their own support workers.
7. What is the new SIL claiming code?
For SIL supports delivered from 1 July 2026, the new support item is 0138 – Assistance with Supported Independent Living.

Understanding the New NDIS SIL Registration Rules
The new registration requirements are an important change for Supported Independent Living providers and participants. Existing unregistered SIL providers were required to apply for registration by 1 October 2026 if they wanted to continue delivering SIL. The registration requirement itself does not change a participant’s NDIS plan or funding.
Participants currently receiving SIL should speak with their provider, check their registration status and understand how the changes may affect their individual support arrangements. Further SIL reforms are also being considered, but future arrangements may change as the NDIS reform process continues.
